Wie zoeken we?
Voor het project “Aanmaak en beheer van semantische OTL-relaties” nodigen we, samen met het Agentschap Wegen en Verkeer (AWV) en Addestino Innovation Management, ondernemingen en organisaties uit om deel te nemen aan een marktconsultatie. Hierbij richten we ons voornamelijk op software spelers en plug-in ontwikkelaars met CAD, GIS, BIM expertise alsook op software bedrijven met ervaring in het bouwen van cloud applicaties.
De marktconsultatie zal online plaatsvinden op donderdag 7 oktober van 13u tot 17u.
Deelname is uiteraard gratis, maar inschrijving is verplicht. U kan dit doen door het inschrijvingsformulier onderaan deze pagina in te vullen tot en met maandag 4 oktober.
Context project
Binnen de Vlaamse overheid is het Agentschap Wegen en Verkeer (AWV) verantwoordelijk voor het ontwerpen, bouwen, beheren, onderhouden en optimaliseren van het wegenpatrimonium in het Vlaams Gewest.
Vanuit het AIM/BIM-programma binnen AWV wordt er gebouwd aan een centrale digitale inventaris van de fysieke assets en hun relatie tot elkaar. Om een uniforme informatie-uitwisseling tussen zowel interne als externe betrokkenen te realiseren heeft AWV, samen met andere betrokken partijen, een publieke datastandaard ontwikkeld, de OTL – ObjectTypenBibliotheek, die objecten eenduidig definieert met hun eigenschappen en semantische relaties.
Bij de praktische uitrol van het OTL-informatiemodel heeft AWV een belangrijk pijnpunt geïdentificeerd. Het typeren van objecten en het toevoegen van eigenschappen vinden reeds hun intrede, maar het leggen en beheren van semantische relaties tussen objecttypes is complex en er is op de huidige markt geen directe oplossing beschikbaar.
Doel project
Het doel van dit project is om een breed toepasbare oplossing te bekomen voor het aanmaken en beheren van semantische OTL-relaties tussen objecten over verschillende modellen, databronnen en softwarepakketten heen. Binnen het AIM/BIM programma heeft AWV reeds een oplossing voor versiebeheer en het correct uitwisselen van data (i.e. BIM360 omgeving en een dataportaal) waardoor dit buiten de scope van dit project valt. Momenteel worden door AWV volgende zes bestandsformaten ondersteund: csv, xlsx, json, geojson, rvt, dwg en relaties kunnen worden aangeleverd in al deze formaten behalve rvt en dwg. Op termijn zal dit worden uitgebreid en het is dus fundamenteel dat de oplossing flexibel kan omgaan met nieuwe bestandsformaten.
Dit project is van belang voor zowel interne als externe eindgebruikers zoals onder andere aannemers, studiebureaus en interne tekenaars, om op een laagdrempelige wijze aan de OTL-vereiste in het stijgende aantal BIM-gerelateerde opdrachten, op de markt geplaatst door AWV en andere opdrachtgevers die de OTL-datastandaard gebruiken, te voldoen. Het doel van dit project is daarom ook om de ontwikkeling van OTL-conforme applicaties een duwtje in de rug te geven en zo de lokale ecosystemen stimuleren in het gebruik van de OTL-standaard en het correct leggen en beheren van relaties tussen assets.
Doel marktconsultatie
Tijdens de marktconsultatie willen we de behoeften vanuit AWV 'matchen' met (deel-) oplossingen beschikbaar op de markt. Het is de bedoeling om na te gaan in hoeverre ondernemingen oplossingen kunnen aanreiken voor de behoeften en noden van AWV, en hoe innovatief, haalbaar (qua tijd, budget, ontwikkelingstraject, enz.) en schaalbaar deze oplossingen zijn.
Er wordt geen voorbereiding (in de vorm van presentaties, pitches of dergelijke) verwacht van de deelnemende bedrijven en organisaties.
Voor een vlotte discussie en goed resultaat is het wel aangewezen om uw bedrijf te laten vertegenwoordigen door een medewerker met technologische expertise (eerder dan door een sales- of PR-medewerker). Zij kunnen doorgaans beter en sneller inschatten wat de technologische oplossingen kunnen zijn voor elke behoefte of gewenste functionaliteit.
De uitkomst van de marktconsultatie moet AWV in staat stellen om één of meerdere geschikte (innovatieve) oplossingen voor de gestelde behoefte te laten ontwikkelen en/of aan te kopen via een overheidsopdracht.
Waar en wanneer?
Omwille van de Covid-19 maatregelen zal de marktconsultatie volledig online plaatsvinden op donderdag 7 oktober 2021 van 13u tot 17u.
De marktconsultatie zal ingeval er niet-Nederlandstalige deelnemers zijn, in het Engels verlopen.
De resultaten van de marktconsultatie zullen publiek beschikbaar gesteld worden via deze website. Om op de hoogte te blijven, kan u zich best abonneren op de PIO-nieuwsbrief.

Who are we looking for?
For the project "Creation and management of semantic OTL relations" we invite, together with the Agency for Roads and Traffic (AWV) and Addestino Innovation Management, companies and organizations to participate in a market consultation. We mainly focus on software players and plug-in developers with CAD, GIS, BIM expertise as well as software companies with experience in building cloud applications.
The market consultation will take place online on Thursday, October 7 from 1 pm to 5 pm.

Project context
In the Flemish government, the Agency for Roads and Traffic (AWV) is responsible for the design, construction, management, maintenance and optimization of the road network in the Flemish Region.
AWV is building a central digital inventory of the physical assets and their relationship to each other within the AIM/BIM program. In order to realize a uniform information exchange between both internal and external stakeholders, AWV has, together with other involved parties, developed a public data standard, the OTL - Object Type Library, which defines objects unambiguously with their properties and semantic relationships.
In the practical rollout of the OTL information model, AWV identified a major weakness. Characterising objects and adding properties are already taking place, but establishing and managing semantic relationships between object types is complex and no direct solution is available in the current market.
Goal of the project
The goal of this project is to obtain a widely applicable solution for creating and managing semantic OTL relationships between objects across different models, data sources and software packages. Within the AIM/BIM program, AWV already has a solution for version management and data exchange (i.e. BIM360 environment and a data portal) which is beyond the scope of this project. AWV currently supports the following six file formats: csv, xlsx, json, geojson, rvt, dwg and relations can be delivered in all these formats except rvt and dwg. In time this will be extended and it is therefore fundamental that the solution can deal flexibly with new file formats.
This project is of interest to both internal and external end-users such as contractors, engineering firms and in-house draftsmen, among others, in order to easily meet the OTL requirement in the increasing number of BIM-related assignments placed on the market by AWV and other clients using the OTL data standard. Therefore, the goal of this project is also to boost the development of OTL-compliant applications and thus encourage local ecosystems to use the OTL standard and correctly establish and manage relationships between assets.
Purpose of market consultation
During the market consultation we want to 'match' the needs from AWV with (partial) solutions available on the market. The purpose is to determine to what extent companies can provide solutions for the needs and requirements of AWV, and how innovative, feasible (in terms of time, budget, development, etc.) and scalable these solutions are.
No preparation (in the form of presentations, pitches or the like) is expected from the participating companies and organizations.
However, for a smooth discussion and good result, it is recommended to have your company represented by an employee with technological expertise (rather than a sales or PR person). They can usually assess better and faster what the technology solutions might be for each need or desired functionality.
The outcome of the market consultation should enable AWV to have one or more suitable (innovative) solutions for the stated need developed and/or procured through a public contract.
Where and when?
Because of the Covid-19 measures, the market consultation will take place entirely online on Thursday, October 7, 2021 from 1 pm to 5 pm.
In case of non-Dutch speaking participants, the market consultation will be held in English.
