Marktconsultatie "Groene waterstofhub voor pompstation Rode Weel"

Doel van het project

VMM beheert een groot aantal installaties met een hoog elektrisch vermogen, zoals pompgemalen. Door de steeds groeiende nood om infrastructuur te decarboniseren heeft de VMM als doelstelling haar energieverbruik te verduurzamen. VMM meet zichzelf een voorbeeldfunctie aan en wil de Rode Weel gebruiken als pionier. Daardoor wordt er vooral op lange termijn gedacht en is een snelle return on investment minder dwingend dan gebruikelijk in industriële toepassingen.

Het vergroten van haar eigen energieproductie is een piste, alsook de opslag van de geproduceerde energie. Door de niet-gelijktijdigheid van de energieproductie (zonnepanelen produceren enkel doorheen de dag) en het actuele verbruik (de pompen die dag en nacht in gebruik zijn) zal het beoogde systeem in staat moeten zijn om een zekere hoeveelheid energie te bufferen.

Is het financieel rendabel en technisch haalbaar om met lokaal geproduceerde hernieuwbare energie (al dan niet drijvende zonnepanelen, …) groene waterstof te produceren, te bufferen, en vervolgens opnieuw om te zetten tot elektriciteit voor (nood)stroomvoorziening aan lokale pompinstallaties? Kan groene waterstof met andere woorden als (nood)stroomvoorziening ingezet worden voor het aandrijven van kritische installaties met een hoog piek-energieverbruik? Is energiedelen met andere sites mogelijk, zal peak-shaving of load-shifting ervoor zorgen dat de terugverdientijd kleiner is dan de levensduur van deze installaties?

VMM wenst deze en andere vragen in eerste instantie te beantwoorden door een grondige haalbaarheidsstudie te laten uitvoeren. Na de marktconsultatie zal een opdracht worden gelanceerd voor de uitvoering van deze gedetailleerde haalbaarheidsstudie.

Doel marktconsultatie

De marktconsultatie bestaat uit drie delen: (1) een toelichting van de geschetste uitdaging, (2) een groepsdiscussie met interactieve vragen rond de verschillende oplossingsrichtingen en (3) optionele privé 1-op-1- gesprekken. Deze plenaire sessie dient ter voorbereiding van een te lanceren opdracht tot het uitvoeren van een haalbaarheidsstudie. De inzichten en feedback van de deelnemers zullen worden aangewend om de juiste richting te geven aan de haalbaarheidsstudie.

Tijdens deze discussies (2) wordt er gepeild naar alternatieve oplossingen op het vooropgestelde basisconcept zodanig dat de meest relevante oplossingsrichtingen worden opgenomen in de haalbaarheidsstudie. Daarnaast wordt besproken welke parameters er dienen worden opgenomen in de haalbaarheidsstudie om de technische en financiële haalbaarheid te benchmarken. Aan de hand van een interactieve vragensessie krijgt u de gelegenheid om uw voorkeuren en gedachten te uiten.

Daarnaast voorzien we ruimte voor 1-op-1 gesprekken (3) met de geïnteresseerde partijen. Deelnemers kunnen kandideren om hieraan deel te nemen, met als doel dieper in te gaan op strategische risico’s van de vooropgestelde visie door middel van een gemodereerd gesprek.

Market consultation "Green Hyrdogen hub for pumping station Rode Weel"

Purpose of the project

VMM manages a large number of installations with high electrical power, such as pumping stations. With the ever-growing need to decarbonise infrastructure, VMM aims to make its energy consumption more sustainable. VMM is setting an example and wants to use the Rode Weel as a pioneer. As a result, its thinking is mainly long-term and a quick return on investment is less compelling than usual in industrial applications.

Increasing its own energy production is a path, as well as storing the produced energy. Due to the non-simultaneity of energy generation (e.g. solar panels only throughout the day) and the actual consumption (i.e. pumps operating day and night), the envisaged system will have to be able to buffer a certain amount of energy.

Is it financially viable and technically feasible to use locally produced renewable energy (floating solar panels, etc.) to produce green hydrogen, buffer it, and then convert it back into electricity for (emergency) power supply to local pumping stations?

In other words, can green hydrogen be used as an (emergency) power supply to power critical facilities with high peak energy consumption? Is energy sharing with other sites possible, will peak-shaving or load-shifting ensure that the payback period is shorter than the lifetime of these installations?

VMM wishes to answer these and other questions initially by commissioning a thorough feasibility study. Following the market consultation, a contract will be launched to conduct this feasibility study.

Purpose of the market consultation

The market consultation consists of three parts: (1) an explanation of the outlined challenge, (2) a group discussion with interactive questions around the different solution directions and (3) optional 1-on-1 meeting with the contracting authority.

The plenary session will serve to prepare for a future commissioning of a feasibility study. Participants' insights and feedback will be used to give the right direction to the planned feasibility study.

During these discussions (2), alternative solutions to the proposed basic concept will be probed so that the most relevant solution directions are included in the feasibility study. In addition, we discuss which parameters should be included in the feasibility study to benchmark the technical and financial feasibility. An interactive Q&A will give you the opportunity to express your preferences and thoughts.

In addition, we provide the possibility for 1-on-1-meeting (3) with the contracting authority. Market players can register for a 1-on-1-meeting with the goal of diving deeper into strategic risks of the proposed vision through a moderated discussion. This information will help the team better understand the feasibility of the project.
