Doel project

Terra is de patrimonium en energiedatabank van de Vlaamse Overheid beheerd door het Vlaams Energie Bedrijf (VEB). Deze databank bundelt energie-informatie en karakteristieken over gebouwen, infrastructuur en energie-besparende maatregelen en stelt die ter beschikking van de deelnemende overheden. Door gebruik te maken van innovatieve technologie wil het VEB deze data maximaal kunnen inzetten voor het detecteren, initiëren en opvolgen van energiebesparende projecten en hernieuwbare energieprojecten.

Uit geautomatiseerde data analyse en met de inzet van Artificiële Intelligentie zouden zo inzichten gecreëerd kunnen worden over:

• bezetting van gebouwen;
• patronen in gebouwcriteria waar gelijkaardige besparende maatregelen kunnen toegepast worden;
• projecties van het besparingspotentieel van bepaalde clusters van gelijkaardige gebouwen;
• anomaliedetectie in energieverbruik als trigger voor het rapporteren over veranderingen aan gebouwen (bezetting, structurele aanpassingen, gebruik, energiebesparende aanpassingen);
• extrapolatie van inzichten uit gebouwen waarover veel manueel verzamelde data beschikbaar is naar gebouwen waarover minder data beschikbaar is.

Wie zoeken we?

Zowel bedrijven met totaaloplossingen als bedrijven met een modulair software aanbod en open architectuur. We zoeken ook startups in de energie-wereld die een vernieuwende oplossing voor onderdelen van de vraagstelling kunnen aanbieden. Tenslotte vragen we ook onderzoeksorganisaties met relevante expertise op deel te nemen.

We willen graag spreken met bedrijven en organisaties die een duidelijke visie hebben over hoe patrimoniumbeheer met duurzame doelstellingen dichterbij gebracht kan worden door het inzetten van artificiële intelligentie en data analyse. We zullen daarin ook oog hebben voor andere noden van het toekomstige platform, als daar zijn:

• het (O)EPC potentieel van gebouwen detecteren/vergroten;
• M&V mogelijkheden voor opvolging en rapportering;
• prioritisering van besparingspotentiëel volgens Trias Energetica principe;
• creëren van geautomatiseerd referentiemodel voorafgaand aan een (O)EPC traject zodat Terra ook als IPMVP tool kan functioneren;
• het creëren van een conversational UI om feedback loops naar de gebruikers efficiënter te maken.

Doel van de marktconsultatie

Terra evolueert in sneltempo naar één van de grootste databronnen van patrimonium en energie-informatie in België. Dit voortraject van het PIO-project "Innovatieve functionaliteiten en AI voor energiebesparing in de publieke sector" moet ons leren welk potentieel aan inzichten en automatisering mogelijk is door het inzetten van (een combinatie van) vernieuwende technologieën. We willen de behoeften van het Vlaams Energie Bedrijf toetsen aan de markt. Zijn er oplossingen beschikbaar? Bestaat de oplossing uit kleine puzzelstukjes die het VEB zelf samenbrengt of een globale oplossing? Heeft artificiële intelligentie meerwaarde?

Iedere partij die inschrijft voor de marktconsultatie sessies zal voorafgaand aan de marktconsultatie online bevraagd worden. Vervolgens krijgt iedere partij een format voor een introductie pitch rond de verschillende onderzoeksvragen die we willen stellen. Deze pitch wordt gegeven aan het begin van de marktconsultatie sessie en zal gevolgd worden door een gemodereerde discussie over de mogelijkheden, risico's, uitdagingen en blinde vlekken in de toekomstvisie van het VEB met haar platform TERRA. Er is gekozen voor dit format om een optimale gerichte kennisoverdracht te doen.

Voor een vlotte discussie en goed resultaat is het aangewezen om uw bedrijf of onderzoeksgroep te laten vertegenwoordigen door een medewerker met technologische expertise (eerder dan door een sales- of PR-medewerker). Zij kunnen doorgaans beter en sneller inschatten wat de technologische oplossingen kunnen zijn voor elke behoefte of gewenste functionaliteit.

De resultaten van deze marktbevraging moeten het VEB in staat stellen om een duidelijke en realistische roadmap op stellen om Terra in te kunnen zetten voor het realiseren van energiebesparingen in de gebouwen van de Vlaamse Overheid.

Waar en wanneer?

De consultatie zal online plaatsvinden met zowel plenaire als breakout-sessies. Deze gaat door op 30 september om 13u.

Indien er deelnemers zijn die het Nederlands niet machtig zijn, zal de marktconsultatie in het Engels gehouden worden.

De resultaten van de marktconsultatie zullen publiek beschikbaar gesteld worden via deze website. Om op de hoogte te blijven, kan u zich best abonneren op de PIO-nieuwsbrief.

Purpose of the project 

Terra is the patrimony and energy database of the Flemish Government managed by the Vlaams Energie Bedrijf (VEB). This database bundles energy information and characteristics of buildings, infrastructure and energy-saving measures and makes them available to the participating authorities. By making use of innovative technology, the VEB wants to be able to use this data as much as possible for detecting, initiating and monitoring energy-saving projects and renewable energy projects.

From automated data analysis and with the use of Artificial Intelligence, insights could be created about this:

• occupancy of buildings;
• patterns in building criteria where similar saving measures can be applied;
• projections of the savings potential of certain clusters of similar buildings;
• anomaly detection in energy consumption as a trigger for reporting on changes to buildings (occupancy, structural changes, use, energy saving changes);
• extrapolation of insights from buildings about which a lot of manually collected data is available to buildings about which less data is available.

Who are we looking for?

Companies with total solutions as well as companies with a modular software offering and open architecture. We are also looking for startups in the energy world that can offer an innovative solution for parts of the question. Finally, we also ask research organisations with relevant expertise to participate.

We would like to talk to companies that have a clear vision on how patrimony management with sustainable objectives can be brought closer through the use of artificial intelligence and data analysis. We will also take into account other needs of the future platform, as there are:

• detecting/enlarging the (O)EPC potential of buildings;
• M&V possibilities for follow-up and reporting;
• prioritisation of savings potential according to the Trias Energetica principle;
• creation of an automated reference model prior to an (O)EPC trajectory so that Terra can also function as an IPMVP tool;
• creating a conversational UI to make feedback loops to users more efficient.

Purpose of the market consultation

Terra is rapidly evolving into one of the largest data sources of patrimony and energy information in Belgium. This research of the PIP-project "Innovative functionalities and artificial intelligence for energy saving in the public sector" should teach us the potential of insights and automation through the use of (a combination of) innovative technologies. We want to test the needs of the VEB against the market. Are there any solutions available? Does the solution consist of small pieces of the puzzle that the VEB itself brings together or a global solution? Does artificial intelligence have added value?

Every party who signs up for the market consultation sessions will be questioned online in advance. They will then receive a format for an introduction pitch on the various research questions we want to ask. This pitch will be given at the start of the market consultation session and will be followed by a moderated discussion about the possibilities, risks, challenges and blind spots in the future vision of VEB with its platform TERRA. This format will be chosen in order to optimise the targeted transfer of knowledge.

For a smooth discussion and good result, it is advisable to have your company or research group represented by an employee with technological expertise (rather than by a sales or PR employee). They will usually be able to assess better and faster what the technological solutions can be for each need or desired functionality.

The results of this market consultation should enable the VEB to draw up a clear and realistic roadmap for using Terra to achieve energy savings in the buildings of the Flemish Government.

Where and when?

The consultation will take place online with both plenary and group sessions. This will take place in the afternoon of September 30 at 13h.

If there are participants who are not fluent in Dutch, the market consultation will be held in English.
