Wie zoeken wij?

Voor het project 'Lokaal Signaal' nodigen wij, samen met de Vereniging van Vlaamse Steden en Gemeenten (VVSG) en Deloitte, ondernemingen uit om deel te nemen aan een digitale marktconsultatie op 8 maart 2022 om 9u.

Wij zoeken ondernemingen, consultants en organisaties die kennis hebben over en ervaring hebben met het ontwikkelen van Digitale content management (CMS), AI-oplossingen of combinatie. Gezien de aard van het programma is het aangewezen medewerkers met een technische expertise en commerciële kennis rond mogelijke business modellen op de markt deelnemen.

Deelname is gratis, maar inschrijving is verplicht. U kan hiervoor het inschrijvingsformulier onderaan deze pagina invullen (tot en met 4 maart 2022).

Doel van het project

Met dit project willen de VVSG en de deelnemende gemeentebesturen een tool ontwikkelen die ‘lokale signalen’, ingegeven door veldwerkers, capteert, aggregeert en prioriteert. Een signaal is een persoons- en situatie overschrijdend probleem dat een veldwerker in de praktijk tegenkomt. Bij de input van een signaal, kan een veldwerker aangeven om bij de uitwerking van een oplossing betrokken te worden (i.e. feedbackloop). AI-tagging zal een belangrijke rol spelen in de geautomatiseerde categorisatie en toewijzing van een signaal. Toch is het belangrijk dat de tool eenvoudig en gebruiksvriendelijk blijft.

Uiteindelijk moet de output van de tool het beleidsvoorbereidend proces voor een sterk lokaal sociaal beleid voeden.

De ontwikkeling van de tool past binnen een ruimer proces en moet oog hebben voor de specifieke context lokale besturen.

Doel marktconsultatie

Tijdens de marktconsultatie willen we de behoeften van VVSG, vertaald in user stories en een programma van eisen, via praktijkvoorbeelden aftoetsen bij marktspelers. Concreet is het doel om na te gaan wat de haalbaarheid is (technisch, budget, tijd), welke (deel)oplossingen mogelijk zijn en wat eventuele risico’s zijn.

Er wordt geen voorbereiding (in de vorm van presentaties, pitches of dergelijke) verwacht van de deelnemende bedrijven en organisaties.

Het resultaat van de marktconsultatie moet de VVSG en zijn partners in staat stellen om een geschikte (innovatieve) oplossing te laten ontwikkelen i.f.v. de randvoorwaarden van een overheidsopdracht.

Indien U deelneemt aan de publieke marktconsultatie, kan U zich ook inschrijven voor een individuele pitch met het projectteam. Wij nemen contact met u op om een tijdslot vast te leggen.

Waar en wanneer?

De marktconsultatie gaat online door op 8 maart 2022.

U krijgt de MS-Teams-link voor de marktconsultatie één dag op voorhand toegestuurd. Voor een individueel gesprek wordt een aparte afspraak vastgelegd.

De marktconsultatie zal ingeval er niet-Nederlandstalige deelnemers zijn, in het Engels verlopen. U kan dit aanduiden bij uw inschrijving.

De resultaten van de marktconsultatie zullen publiek beschikbaar gesteld worden via onze website. Om op de hoogte te blijven, kan u zich best abonneren op de PIO-nieuwsbrief

Invitation market consultation "Local Signals"

Who are we looking for?

For the Local Signal project, we invite, together with the Association of Flemish Cities and Municipalities (VVSG) and Deloitte, companies to participate in a digital market consultation on March 8, 2022 at 9am.

We are looking for companies, consultants and organizations that have knowledge about and experience in developing Digital content management (CMS), AI solutions or its combination. It is advised that employees with technical expertise and commercial knowledge about possible business models in the market participate.

Participation is free, but registration is mandatory. You can do this by completing the registration form below until March 4, 2022.

Purpose of the project

With this project, the VVSG and the participating municipalities want to develop a tool that captures, aggregates and prioritizes "local signals" entered by field workers. A signal is a person- and situation-related problem that a field worker encounters in practice. A field worker may indicate to be involved in the search for a solution (i.e. feedback loop) of a signal. AI tagging will play an important role in the automated categorization and assignment of a signal. Nevertheless, it is important that the tool remains simple and user-friendly.

The output of the tool should feed the policy preparation process for a strong local social policy.

The development of the tool fits within a broader process and should be pay attention to the specific context of local governments.

Goal market consultation

During the market consultation we want to check the needs of VVSG, translated into user stories and a the requirements, by practical examples with market players. The aim is to find out what the feasibility is (technical, budget, time), which (partial) solutions are possible and what the possible risks are.

No preparation (in the form of presentations, pitches or the like) is expected from the participating companies and organizations.

The result of the market consultation should enable the VVSG and its partners to have a suitable (innovative) solution developed under the preconditions of a public contract.

If you are participating in the public market consultation, you can also register for an individual pitch with the project team. We will contact you to set up a time slot.

Where and when?

The market consultation will take place online on March 8, 2022.

You will be sent the MS-Teams link for the market consultation one day in advance. A separate appointment will be made for an individual pitch.

The market consultation will be conducted in English in case there are non-Dutch speaking participants. You can indicate this when you register.

The results of the market consultation will be made available on our website.
