Doel project

Onderzoek wijst uit dat geluidsblootstelling belangrijke gezondheidseffecten kan veroorzaken, zoals stress, slaapstoornissen, cardiovasculaire effecten,... Geluid is na fijn stof de tweede belangrijkste factor in de totale milieulast (uitgedrukt in ‘potentieel verloren gezonde levensjaren’) in Vlaanderen en wordt als belangrijkste hinderbron ervaren.

Het PIO-project ‘Omgevingsgeluid meten in Vlaanderen’ heeft als doelstelling een toolset te ontwikkelen die de persoonlijke geluidsblootstelling in Vlaanderen in kaart zal brengen. Deze toolset zal toelaten persoonlijke (dynamische) geluidsblootstellingsmetingen te implementeren in beleidsonderbouwende meetcampagnes zoals humane biomonitoring (cf. Vlaams Humaan Biomonitoringprogramma) en in citizen science projecten. Bedoeling is om de geluidsblootstellingsmetingen samen te voegen met metingen van gezondheidseffecten en persoonlijke appreciatie van de geluidsblootstelling. Verder moet de toolset  leiden tot een zo gedetailleerd mogelijke gebiedsdekkende geluidskaart voor Vlaanderen. Deze informatie kan worden gebruikt in ruimere meetcampagnes en de beleidsvertaling ervan.

Doel marktconsultatie

Tijdens de marktconsultatie willen we vraag- en aanbodzijde voor dit project samenbrengen en 'matchen'. Het is de bedoeling om na te gaan in hoeverre ondernemingen en onderzoeksgroepen oplossingen kunnen aanreiken voor de behoeften en noden (vertaald in use cases) van het Vlaams Planbureau Omgeving (VPO), en hoe haalbaar (qua budget, ontwikkelingstraject, enz.) en innovatief deze oplossingen zijn. We nodigen voor deze marktconsultatie daarom in het bijzonder ondernemingen en onderzoeksgroepen uit, die kennis en ervaring hebben met sensoren (vaste en draagbare), sensorplatformen, meetmethodieken voor geluid, appreciatie van geluid en gezondheidsaspecten (stress, bloeddruk). Voor een goede inschatting van wat de technologische oplossingen kunnen zijn voor elke use-case, wordt aangeraden dat u uw organisatie door een technisch medewerker laat vertegenwoordigen. Zij kunnen doorgaans beter en sneller inschatten wat de technologische oplossingen en risico's kunnen.

De uitkomst van de marktconsultatie moet VPO in staat stellen om (een) geschikte innovatieve oplossing(en) voor de gestelde behoefte te laten ontwikkelen of aan te kopen via een overheidsopdracht.

Waar en wanneer?

De marktconsultatie zal online georganiseerd worden en gaat door op maandag 14 juni van 13:30 tot 17:00.

U zult enkele dagen op voorhand de link naar de virtuele marktconsultatie ontvangen. Om de marktconsultatie te kunnen bijwonen, dient u ten minste te beschikken over een PC of laptop met een stabiele internetconnectie. Tijdens de marktconsultatie zal er informatie via het scherm gedeeld worden en zal er feedback gevraagd worden via een aparte webapplicatie. Om vlot te kunnen participeren wordt het afgeraden om gebruik te maken van een mobiel toestel.

De resultaten van de marktconsultatie zullen publiek beschikbaar gesteld worden via onze website. Om op de hoogte te blijven, kan u zich best abonneren op de PIO-nieuwsbrief (geef dit aan in het inschrijvingsformulier hieronder).

Objective Project

Research indicates that exposure to noise can cause significant health effects, such as stress, sleep disturbance, cardiovascular effects, .... After particulate matter, noise is the second most important factor in the total environmental burden (expressed in 'potential lost healthy life years') in Flanders and is perceived as the most important source of nuisance.

The PIO project ‘Ambient noise in Flanders' aims to develop a toolset that will map personal noise exposure in Flanders. This toolset will allow the implementation of personal (dynamic) noise exposure measurements in policy supporting measurement campaigns such as human biomonitoring (cf. Flemish Human Biomonitoring Programme) and in citizen science projects. The aim is to combine noise exposure measurements with measurements of health effects and personal appreciation of noise exposure. Furthermore, the toolset should lead to an area-wide noise map for Flanders that is as detailed as possible. This information can be used in broader measurement campaigns and policy translation.

Objective Market Consultation

During the market consultation we want to bring supply and demand side together for this project and 'match' it. The aim is to examine to what extent companies and research groups can provide solutions for the needs and requirements (translated into use cases) of Flemish Environmental Protection Agency (VPO), and how feasible (in terms of budget, development trajectory, etc.) and innovative these solutions are. We therefore particularly invite companies and research groups, who have knowledge and experience with sensors, sensor platforms, measurement methods for noice, appreciation of noise and health aspects (stress, blood pressure), to participate in this market consultation. For a good estimation of what the technological solutions can be for each use case, it is recommended that you have your company represented by a technical employee. They will usually be able to assess better and faster what the technological solutions and risks.

The outcome of the market consultation should enable VPO to have (a) suitable innovative solution(s) developed or purchased via a public contract.

Where and When

The market consultation will be organised online and will take place on Monday June 14th from 13:30 to 17:00.

You will receive the link to the virtual market consultation a few days in advance. To be able to attend the market consultation, you need to have at least a laptop or PC and a stable Internet connection. During the session information will be shared via the screen and feedback will be regularly asked via a web application. To ensure fluent participation, it is advised against participation with mobile devices. The market consultation is a highly interactive session and thus difficult to combine with a second virtual meeting.

The results of the market consultation will be made publicly available on our website. To stay informed, it is best to subscribe to the PIO newsletter.
