Doel van het project

Om de containercapaciteit van de haven van Antwerpen uit te breiden zal een nieuw dok gebouwd worden m.n. het Tweede Getijdendok. De bouw van een nieuw dok brengt een groot grondverzet met zich mee.  Er zal ongeveer 35 mio m³ specie uitgegraven worden, waarvan zo’n 2,5 mio m³ specie met een hoog gehalte aan veen. Deze venige specie zal bij blootstelling aan de buitenlucht oxideren tot CO2 en andere gassen.  Dit is niet wenselijk met het oog op het minimaliseren van de emissies van broeikasgassen en het maximaliseren van koolstofopslag. 

Met het project "Duurzaam verwerken en bergen van venige specie" [1] wenst het departement Mobiliteit en Openbare Werken (afdeling Maritieme Toegang) de uitstoot door oxidatie van koolstof opgeslagen in venige specie trachten te vermijden. Bij dit project ligt de focus op het ontwikkelen van innovatieve methodes om de venige specie te verwerken en/of te hergebruiken op een duurzame manier.

Doel marktconsultatie

Dit project is het eerste in zijn soort dat de uitstoot door oxidatie van koolstof opgeslagen in venige specie zal trachten te vermijden. Het wordt daarom een vlaggenschipproject voor grote openbare werken.  

De marktconsultatie bestaat uit twee delen: (1) een groepsdiscussie en (2) optionele privé een-op-eengesprekken.

1. Tijdens de groepsdiscussie zullen drie verschillende oplossingsrichtingen worden voorgesteld die tijdens de eerste fase van dit PIO- project onderzocht werden.  Het gaat onder meer over oplossingen die oxidatie proberen te vermijden, oplossingen die veen onder gecontroleerde omstandigheden laten oxideren en oplossingen die de venige specie verwerken in of tot een ander materiaal.  Meer informatie hierover kan je ontdekken via volgende link [2].  Tijdens de marktconsultatie wordt gepeild naar de haalbaarheid van de verschillende realisatiescenario’s, het innovatief karakter van de prioritaire functionaliteiten, randvoorwaarden, risico’s en een ruwe inschatting van de ontwikkelkosten van de oplossingsrichtingen. De marktconsultatie zal via een online bevraging en een online congres verlopen vanwege het internationale karakter.  
2. Daarnaast voorzien we ruimte voor een-op-eengesprekken met de geïnteresseerde partijen. Marktspelers kunnen kandideren om hun deeloplossing en visie op de totaaloplossing kort voor te stellen. Deze gesprekken bieden het projectteam een diepgaander inzicht in de algemene haalbaarheid van de voorgestelde oplossingen, het opsporen van ontwikkelrisico’s, een beeldvorming van investerings- en uitbatingskosten.

Wie zoeken we - doelpubliek?

Voor het project "Duurzaam verwerken en bergen van venige specie" [1] nodigen we u samen met het Departement Mobiliteit en Openbare Werken, afdeling Maritieme Toegang, uit voor deze Marktconsultatie.  We zoeken specifiek alle onderzoeksgroepen, consultants, bedrijven & ondernemingen met kennis en ervaring in de voorbereidingsfase en de uitvoeringsfase van het project. Hieronder gaan we iets dieper in op de specifieke onderdelen van bovenstaande fases:

Voorbereidingsfase :

• bodemanalyse en/of behandeling van specie (van veenoxidatie en -afbraak);
• afgraaf- en verwerkingstechnieken van veen.

Uitvoeringsfase :

• afgraving en eventuele voorverwerking van venige specie;
• transport (van veen of andere materialen die kunnen oxideren tijdens transport);
• toepassingen van venige specie op eindbestemming en naverwerking.

Deelnemers met technische competenties (eerder dan economische competenties) zouden idealiter moeten deelnemen aan de marktconsultatie om de innovatieve concepten te toetsen.

Waar en Wanneer?

De online marktconsultatie gaat door op dinsdag 24 januari 2023 van 12u50u tot 15u15 en zal in MS-Teams worden georganiseerd. Vanaf 15u30 gaan we aansluitend over tot de een-op-eensessies. U krijgt de MS-Teams-link toegestuurd één dag voor de marktconsultatie, op maandag 23 januari 2023, voor zover u zich voorafgaandelijk heeft ingeschreven (zie hieronder).

Purpose of the project

To expand the container capacity of the port of Antwerp, a new dock will be built, namely the Second Tidal Dock. The construction of the new dock entails major earthworks. Approximately 35 million m³ of soil will be excavated, of which about 2.5 million m³ of soils with a high peat content. This peaty soils contain CO2 and other gases which are at risk of oxidizing when exposed to the open air. This is not desirable in view of minimizing greenhouse gas emissions and maximizing carbon sequestration.

With the project "Processing peat soils in a sustainable manner" [3], the Department of Mobility and Public Works (Maritime Access Division) aims to avoid emissions due to the excavation of peat soils. In this project, the focus is on developing innovative methods to handle and/or reuse the peaty soils in a sustainable manner.

Purpose of the market consultation

Considering the scale, this project is the first of its kind to avoid emissions from oxidation of carbon stored in peat soil. It will therefore become a flagship project for large public construction sites.

The market consultation consists of two parts: (1) a group discussion and (2) optional1-on-1 meetings with the contracting authority.

1. During the group discussion, three different group of possible solutions will be proposed that were investigated during the first phase of this PIO project. These include solutions that try to avoid oxidation, solutions that allow peat to oxidize under controlled conditions, and solutions that process the peaty spoil in or into another material. During the market consultation, the feasibility of the various realization scenarios, the innovative character of the priority functionalities, preconditions, risks and a rough estimate of the development costs of the solution directions are assessed. Due to its international character, the market consultation will be held virtually as an online survey and an online conference.
2. In addition, we provide the opportunity for 1-on-1 meetings with the contracting authority. Market players can apply to briefly present their partial solution or vision on the topic. These conversations provide the project team a more in-depth understanding of the general feasibility of the proposed solutions, the identification of development risks, and a picture of investment and operating costs.

Who are we looking for – target audience?

For the project "Processing peat soils in a sustainable manner" [3], we invite you to a Market Consultation together with the Department of Mobility and Public Works (Maritime Access). The session will be held in English.

We are specifically looking for all research groups, consultants and companies with knowledge and experience in the preparation phase and the execution phase of the project. Below we take a closer look at the specific parts of the above phases:

Preparation phase :

• treatment of peat soils;
• soil analysis (of peat oxidation and degradation);
• excavation and processing techniques of peat sediments;
• excavation and possible pre-processing of peat soils.

Execution Phase :

• excavation and possible pre-processing of peaty soils;
• transport of peat (or other materials that can oxidize during transport);
• applications of peat soils at destination and post-processing.

Participants with technical competences (rather than economic competences) should ideally participate in the market consultation to test the innovative concepts.

The online market consultation will take place on Tuesday, January 24, 2023 from 12:50 to 15:15 and will be organized via MS-Teams. From 15:30 we will then proceed with the one-on-one meetings.

You will receive the MS-Teams link one day before the market consultation, on Monday 23 of January, if you are registered in advance (see below).
